Rochester Permits Depend on the Work and the District
Rochester owners should check permit rules before roof, porch, plumbing, electrical, historic-district, or other home work starts.

Call about a Rochester permit before a contractor opens a wall or buys the job’s materials. Many common home projects need one. If the answer is not clear, call the Permit Office at 585-428-6526.
The address matters as much as the type of work. A home in a Preservation District may need an extra review. The same can be true for a Building of Historic Value. Some work on those sites may need a Certificate of Appropriateness.
Tell the Permit Office what will change. Be clear about frame work, roofs, pipes, wires, or any other part of the job. Ask about historic review in the same call. It is much easier to learn about that step before the plans are set.
The city also uses more than one kind of form. Roof, plumbing, and electrical permit forms must go in online. Other permit types may use forms that you can download. The scope of work decides the route.
Keep the address, project notes, and the city’s answer in the job file. If the plan grows after the permit is issued, ask whether the permit must change too. A clear scope at the start gives both the owner and the contractor the same set of rules.
