Queens outdoor dining rules start with DOT's official page
Queens restaurant operators should use DOT's outdoor dining page before relying on old pandemic-era setup assumptions.

Queens outdoor-dining plans are citywide paperwork, but the sidewalk reality is very local. Dining Out NYC is the current New York City program for roadway dining, sidewalk dining, or both. Sidewalk cafes can operate year-round. Roadway cafes run seasonally from April 1 through November 29. Both paths require a NYC DOT license and revocable consent.
Before buying barriers, signing a contractor, or reopening a setup from storage, open the eligibility and feasibility page and check the address. The business needs to be a ground-floor food service establishment with street access and a DOHMH food service establishment permit. Then use the setup guides, site-plan form, clearance rules, insurance, fees, public-hearing steps, and enforcement material.
Queens blocks can be tight around bus stops, hydrants, curb cuts, trees, subway stairs, delivery zones, and pedestrian paths. Mark those features on the site plan. If the plan is for roadway dining, use the April 1 through November 29 season; if it is for sidewalk dining, use the year-round route. Both still need the DOT license and revocable consent.
